Firefox cannot connect after upgrade - Firewall is off

I have the exact same problem. After upgrading my FF cannot connect to
anything and IE still works. I even turned off the firewall and it
still does not connect to anything.

Which firewall? Some firewalls only end the GUI portion of the program
when you think you are turning it off. NIS is one of those, as is ZAP.
In order to turn them off, it requires a reboot to get rid of the
low-level part of the program. Note that this information may be old,
but then so might your firewall.

I am using Windows Vista and the Windows Firewall. I tried installing
the older version and I have followed the instructions on Windows
Firewall on the Mozilla page, but still to no avail. I develop in
Firefox and would like to continue using firebug but it seem only
local server pages work.

I figured it out. It turns out that after installing Norton from a
long time ago - it seems to be still active. I went to their site and
got the Norton Removal Tool and that cleaned everything up.

Glad you figured it out. Norton is an insidious piece of software. It
took my weeks to expunge it from my system, and some parts continue to
hang around, even now, but they aren't causing any problems now.
