Yes, I have one for my own site, but I want to allocate suitable
favicons in my Bookmarks Toolbar for sites that don't have favicons so
that I can delete the accompanying text and create more room on the toolbar.

Describing how you actually want to use it would be helpful in getting
a solution. You can design your own for a website. But I expect the
request is for overriding or assigning a favicon to a site, or for picking
an icon for Firefox beta versions. The request is a bit vague.

Speaking of which Google sure destroyed a lot of usefulness of their
specialized features by reassigning all applications to one bad favicon,
makes seeing which Google search is in use on the search bar more
difficult for those that hadn't been using Firefox before Google did that.
That's what I have done with my Bookmarks Toolbar:

The favicons are either from the websites, from the websites with colors
changed (using Irfanview), from icons of diverse origin which I have
resized using the Image Resizer Powertoy or which I have created myself
(I have a folder "My Icons" where I put them). Note on the left the two
folders to which I have assigned letters since I couldn't assign icons.
When I need a new icon/favicon, I start by googling first. If I don't
find what I want, in my other computer I used to make it with
Presentations. Now I have OOo, which can't do what Presentations could
(edit an image pixel by pixel), neither can Windows Paint, and I have
been looking for a suitable replacement.

Thanks for all the replies.
In summary, is it correct to say that Favicon Picker does indeed enable
the user to assign favicons to Bookmarks Toolbar items, but it doesn't
actually provide a 'picking source'.

To be sincere, I haven't explored Irfanview and have been using it only
for specific tasks that I needed - mainly to change colors, to save
images as icons, and to specify transparent color - tasks that I
couldn't do with Presentations. And I don't remember which one I had
downloaded first... Anyway, in the future I have to spend some time with
Irfanview.

I really do not remember but there was no problem. Just now I bookmarked
all the open Tabs and chose to put them on the toolbar without
specifying a name, and there was no icon, just an arrow to open the
folder. The question I now have is how to assign the standard folder
icon to a group of bookmarks if I decide to do so...

I don't know if you are assigning favicons only to bookmarks
and want folders as words, kind of think you want the two
folders as exceptions to other folders.
So this is presented more as an alternative to what you are
doing / planning.
On my bookmarks toolbar I remove all favicons
changing everything to simply 1-4 characters in the name through the
bookmark properties (right click on bookmark, or click on the start)then I style
folders as blue characters and bookmark/bookmarklets
as red characters. see

on of the folders contains most of my bookmarks with a keyword.
(not to be confused with tags).
If you look at the pictures with correct scaling you can fit twice as
many folders/bookmarks in the same space without the folder
icons and favicons, and the height of the toolbar is 2/3 height of
of the normal bookmarks toolbar.

I see that your conceptual framework is very different from mine. I have
only 2 folders in the bookmarks toolbar: the original one with newsfeed,
and a second where I can hastily drop in links to check later (at least
that is the main idea)... I would have prefered to have icons for the
folders or folders of different colors, but somehow along the way the
folder icons were lost altogether, and have been using only to capital
letters for them.

I haven't sat down to learn about keywords or tags. My first impression
when I came across them was that I didn't need them. At one point,
however, I plan to read the FF manual, to make sure I am not missing
some possibilities that I could use. It's something I occasionally feel
I have do with different software, though of course the easy way is to
plunge in counting on one's intuition and acquired (considerable over
the years) knowledge.

Because of my bad eyesight, I normally do not want the height of the
toolbars or the icons to be too small. In fact I have increased the
height of the bars at the Windows so something I find comfortable.

I also have a few bookmarklets, like one to assign white on blue colors,
font and font size, a couple to get words to check in online
dictionaries. I also have a link to pdf map of the New York subway
system (that opens in Adobe Reader). Another link is to a simple file
with the email addresses of friends to whom I most often email stories I
find while browsing - it's much simpler than opening the TB addressbook
etc. Each computer user that is not satisfied with the provided options
finds different ways of doing things...

I have to say that I find what you do difficult to understand, I suspect
because of my lack of familiarity with using keywords. Maybe at one
point in the future this will change, who knows?
