The userAgent string for Firefox 16.0.1 says the version is 16.0

For example:

Mozilla/5.0 (Windows NT 6.1; WOW64; rv:16.0) Gecko/20100101 Firefox/16.0

The date doesn't look right either, identifying it as being released Jan
1 of 2010.

That's intentional. Security/Stability updates are not in the UA anymore.

Every release since Firefox 4 has had that date in the UA string. And it
has never been the release date. It used to be the build date. :)

Ditto.
I'm running Firefox 16.0.1 but...
Mozilla/5.0 (Windows NT 5.1; rv:16.0) Gecko/20100101 Firefox/16.0

The Firefox people have evidently decided to put an older version number
in the userAgent string when it is a security update.

I think I read here recently that they decided to only use the major
version numbers in the UA string now.

And if it really bothers you, you can always use e.g. the "User
Agent Switcher" add-on to edit the user-agent string to reflect the
full revision level.
