How to change to always display the CC list?

In general, the newest release of bugzilla has worked very well for us.
There is one annoyance that I would like to change in our copy.
Because of how we deal with bugs, we would much prefer to have the CC
List always show, rather than being hidden with the "edit" option listed.

I looked briefly at the various files, but it was not obvious what the
right way to do this would be. Is there some simple way to change this
so it is always displayed?

this will be fixed by https://bugzilla.mozilla.org/show_bug.cgi?id=452798.

I didn't try, but removing the hideEditableField() call about
'cc_edit_area_showhide_container' in
bugzilla/template/en/custom/bug/edit.html.tmpl should do the trick. If
this file doesn't exist, copy it over from
bugzilla/template/en/default/bug/edit.html.tmpl.
