Typically this is a unhealthy use case and I don't think any product/application supports reusing user ids.
You could activate the 'allowuserdeletion' parameter and then move all the bugs assigned to the previous user to other existing users and then delete the old account. But then be warned this could result in referential integrity problems.
If the previous solution looks tough then, you should inactivate the earlier users account and remove the Employee - Email mapping from Bugzilla database. You will have to update the Bugzilla users table to get this done. I am not sure what other table needs to be touched.
After saying that, I would suggest you stop re-issuing the id or else stop mapping the employee id to the Bugzilla user and force users to stick to the default behaviour of using their email as Bugzilla user id.

We reissue userids as new employees come on board from employees that have left which sometimes causes a new employee to get a Bugzilla logon error. The error message statues" "The external ID "xxxx" already exists in the database for "xxxxxxx...@xxxxx.xxx", but your account source says that "xxx.xxxx@xxx" has that ID". Any suggestions?
