I try to add a new bug, after I save the bug, got below error. how I can fix it?

In version 3.4 you have an option to set the Timezone in Preferences. I am not sure from which version this was introduced.

Try doing the following:

./install-module.pl DateTime::TimeZone
./install-module.pl DateTime::Locale
./install-module.pl Class::Singleton

Then if that doesn't work, re-set the timezone on your server using the
available date-editing control panel.
