How to restrict the permission of edit groups accesss controls?

Hi:

I want to give group members of Group PM the permission to modify the
Product's component(including add and remove the component),But I do not
want them to Edit Groups Access Control.
How can I do that?

Yes, If I put Group PM under the group editcomponent, The PM group member
can add(create) Product,
But I do not want give them the permission to create Product.
So, I just put the PM group under the Product's Edit Group Access Controls
PM: NA/NA, editcomponents
Now, PM group can adjust the Product's component list, but they also can
Edit Group Access Controls of the Product
But I'm afraid they can not set it correctly, maybe I should prohibit them
to modify Group Access Control
How can I do?
