Making a flag required?

There is a use-case for making a flag required, specifically flagging bugs as requiring product documentation changes.

For this scenario it would be helpful if, for specific flags, it were possible to enforce a rule preventing the value from ever being blank.

I didn't see anything in the admin interface that would allow setting this up. Is it possible?
