Mozilla community domains kidnapped

Hi,

I didn't think this was a big problem, but in the last month I've seen
more than 5 community domains being kidnapped by external people to mozilla.

The typical situation is like this:

* Someone (sometimes a company) offers a domain and hosting for free
to a community.
* After a few years the current community wants to move the domain and
hosting to mozilla IT hands.
* The real owner ask for money to do the ownership transfer even he
told the domain was for free in the first place.

Sometimes this money is just the cost for the domain over the years, but
sometimes it's a crazy amount.

These situations are getting me really angry, because as more and more
communities want to transfer domains to Mozilla IT hands, we are seeing
more and more situations like this.

So:

* If you community domain is not owned by mozilla, ask for ownership
transfer

ASAP.
* If the current owner asks for money and the amount is fair to avoid
problems, open also a budget request via Reps

the ownership transfer bug. Yeah, it hurts to pay to someone who has
lied to us, but sometimes is better to avoid a long legal process.
* If the amount is crazy, open a bug for ownership transfer
<https://bugzilla.mozilla.org/enter_bug.cgi?product=Mozilla%20Reps&component=Community%20IT%20Requests>
and explain the situation so we can ping legal team to take care of
these abuses.

I'm also in favour of making a public list of people/companies that were
abusing this way of our communities.
