I discovered today that according to owners.html the storage subsystem
(XPCOM wrappers for sqlite) are part of the toolkit module. This doesn't
make much sense to me, and I was not really aware of being the owner of that
code.

Keeping the same effective owner (sdwilsh) and peers (shaver+vlad), I have
created a separate despot module for the storage code, to make it clear who
is actually maintaining and reviewing the storage/sqlite code.
The change hasn't been mirrored out to owners.html yet, but should be shortly.
