Moving back to mozilla.web-developers.general

The original newsgroup list for the mozilla.* hierarchy contained a set
of groups called mozilla.web-developers.*. Shortly after the mozilla.*
newsgroups were created, it was decided to close the web-developer
newsgroups, and move them to mozilla.dev.tech.*. Then intention was to
combine Gecko rendering development discussion, with web-developer
discussion.

As seen in mozilla.dev.tech.css [1], this is not something either
web-developers, nor Mozilla developers like; so I'd like to get the old
web-developer newsgroups re-created.

For this newsgroup, that would mean closing down
mozilla.dev.web-development, and moving back to
mozilla.web-developers.general. Before I file this bug, I'd like to know
if this is something the people of this newsgroup want.

Not me. I don't care about the setup either way, but since this is what
it is now, this is what I want it to stay at. Changes in the newsgroup
hierarchy cause just way too much bother, especially when you're
subscribed to a large number of them and want to keep the newsgroups
listed in some kind of logical order inside SeaMonkey (and Thunderbird,
I very much suspect).

The advantage we're aiming for is making it easier for new people to
find the web-developer newsgroups. Currently they're a random subset
of the mozilla.dev hierarchy.
