Build infrastructure changes this morning

This morning a few changes were deployed to our build infrastructure:

* Fix sendchanges on 1.9.1 branch. Shouldn't be perma-orange any more!

* Create hg bundles of mozilla-central regularly. Every week we'll be
publishing a new bundle of mozilla-central to
http://ftp.mozilla.org/pub/mozilla.org/firefox/bundles/. Contributors
can download this bundle and use 'hg unbundle' instead of having to
clone the entire repository.

* Nightly builds will use the same revision across platforms. They'll
also get the same buildid across platforms. They'll also be built from
a known-to-compile revision in the past day. Regular depend builds will
also have the same buildid used across platforms for the same revision.

* New environment variables for linux builders required for ccache 3
deployment.

* Two buildbot masters were restarted to fix an internal configuration
issue. We were able to shut down the masters cleanly and bring them
back up without affecting any running builds.

* Deployed a buildbot upgrade to our scheduler master. This should fix
the problem with TBPL showing pending and running builds incorrectly for
DONTBUILD changsets.

All of these were completed without interrupting any running builds or
requiring a downtime.

For what it's worth, it's pretty awesome that you folks are capable of
doing [seemingly] big changes like some of these without taking the tree
down these days.

Thanks Shawn, continuing to provide service while improving everything
is what we want the most. Your (and others) support is always
appreciated! :)

There are more improvements coming and even plans to reduce the number
of currently needed downtime (a master/pool at a time).
