This range includes these bugs:

The latter is almost certainly the cause, particularly given that it
introduced a shutdown regression on mozilla-central, too:

However, Markus says later in that bug that the shutdown regression only
affects on machines "without screens":

So, assuming that's still the case, maybe this regression isn't actually
an issue?

Correct on all counts.
With that patch, there's one paint event less before onload, so the 6th
paint moves to after onload, and with it the obscure 100ms.

The reports say that ts has gone down by 140ms and ts_shutdown up by
40ms. When we factor out the moved 100ms, that gets us a "with screen"
ts improvement of 40ms and a ts_shutdown improvement of 60ms.
