Disabled SSL v3 pref is not obeyed when loading websites

Hi,

Yesterday we discovered a bug in SSL handling while running our Mozmill
tests all in a row. As what you can read on the given bug it looks like
that we still try to load content via a secure channel while the pref is
turned off.
