To turn it around: never was there any warning to the user base that there is some "special class" of miscreants that Mozilla would not protect the users from. This can be explained (but not excused) by the mindset of those that instituted the process: in their minds, "governments", by definition, can't be miscreants. I and (as that discussion on bugzilla demonstrates) many, many, others do not share this mindset. Perhaps it is time to review the process.
