This is a natural continuation of the plans to separate the "core" from the
apps built on top of it. Firefox has a special place here because it is the
primary app used to test the core, and its primary driver.

All of our apps are going to be built on the xulrunner core in the moz2
timeframe, and the repository structure is just a natural extension of that
architecture.
