it says
Load a URL into the document, with the given referrer and character set.

Is the argument nsIURI or string URL?

I tried it with nsIURI, it fails. So it is loadURI(URL)...

That's a really useless page, since it doesn't tell you which object's
loadURI it's talking about. The answer to your question depends on that.
