Menu items are not highlighted when hovering mouse over it

I noticed a weird behavior of menu items in Nightly (it works properly
in Aurora)

1) Install Firebug https://addons.mozilla.org/en-US/firefox/addon/firebug/
2) Open Firebug UI (F12)
3) Right click on any panel tab to open an option menu (or click the
little black arrow)
4) Hover mouse over individual menu items, they are not highlighted ->
BUG

It works for top-level Firefox menu.

Is this known bug?

Probably due to DLBI, which has been backed out. So try again on the next
nightly.
