DEBUG_<username> has gone away in Bug 561674

The build system no longer defines DEBUG_<username> now that Bug
561674 has landed. If you would like to regain this functionality,
add "--with-debug-label=<username>" to your mozconfig. As an added
bonus, --with-debug-label takes a comma separated list of values so
you can do things like --with-debug-label=LAYOUT,REFLOW to get
DEBUG_LAYOUT and DEBUG_REFLOW defined.
