This downtime will affect all branches that use talos for performance
testing; it will include the following changes:

- https://bugzilla.mozilla.org/show_bug.cgi?id=510587 (Create a cold
startup Ts)
- https://bugzilla.mozilla.org/show_bug.cgi?id=522574 (Add new builders
to talos try)
Both of these changes are low risk and we should be able to re-open the
affected trees earlier than scheduled.
If there is any reason not to go ahead with the downtime as planned
please contact me immediately.
