mozilla-inbound (née mozilla-staging) is open

I'm happy to announce that mozilla-inbound is now open for your
patches. It is replacing cedar as a place to land patches and sort out
drama before they make their way to mozilla-central. The new
repository lives at http://hg.mozilla.org/integration/mozilla-inbound.
Much thanks to RelEng for making this happen and thanks to everybody
who volunteered to chaperon it for now!

I encourage everybody who is not using a project branch and who would
not like to watch the tree to land their patches on m-i. Yes, watching
the tree for hours and hours is *not* required! Help us keep m-c a
perma-green integration branch and not a place to sort out reds and
oranges. A complete overview of the tree rules can be found at
https://wiki.mozilla.org/Inbound_Sheriff_Duty.

"Committers are be required to actively watch this tree" is
ungrammatical and seems to contradict what you said above?

To add to this announcement, the cedar branch is now decommissioned.
I've merged the cedar tree into mozilla-central for the last time, and
I've returned it to the list of available disposable project branches
<https://wiki.mozilla.org/ReleaseEngineering/DisposableProjectBranches>.
Anybody who used to land patches on the cedar branch should now use
the new mozilla-inbound branch.
