Gecko 1.9a2 plan

The current plan for Gecko 1.9a2 is to lock the tree down on Monday
(29th) afternoon, test nightly builds on Tuesday, and stamp them as
final a2 on Wednesday if all goes well. The tree would be reopened on
Wednesday.

The main change for 1.9a2 is the landing of the reflow-refactor branch,
as well as a bunch of fixes on Cocoa widgets that should improve the Mac
situation significantly since 1.9a1.

The next alpha, 1.9a3, is scheduled for the second half of March.

Based on some late-breaking leaks being discovered on Linux, we're going
to hold off on this at most until next Monday; graydon is working
furiously on tracking things down as we speak. :) So new tree closure
will be the afternoon of Monday, Feb 5th.
