Optimized tests enabled on mozilla-1.9.2 branch

We're going to enable optimized tests on the mozilla-1.9.2 branch today.
What this means is that the normal depend and nightly builds will get
run through our suite of unittests. These will show up as new columns
on the Firefox3.6 tinderbox waterfall, and will also show up in
tinderboxpushlog.

I don't expect any new orange from these tests. If we see new orange
that isn't immediately resolvable, I will file bugs to get them fixed,
and hide the associated columns on the waterfall.
The logrefcnt builds and tests will still be run in parallel for now,
and should not be affected by this change.
