Requesting Suggestions: Autoland fallback behaviour if Bugzilla API down

Hi All,

If you've been using the very experimental "Autoland" feature that
allows you to have your patches for a bug pulled and landed to Try for
you then please read on to help us determine what the desired behaviour
for an error case should be. If you haven't been using it - check it out!

When the bugzilla API is down, the final bug post with your try push's
results can't get posted and so our autolanding automation can't
complete for that bug. If the API cannot be reached what kind of
fallback behaviour would you prefer?

a) A delayed bug comment once the API is up again (this could be any
number of hours later)
b) An email to the person who set the whiteboard tag initially stating
the content of the final build results
c) Having a status page contain a list of bugs who couldn't post to
Bugzilla do you can just check to see if your bug was in those affected
d) Something else? Propose your idea

In my experience, the API outages haven't been more than 24 hours yet. I
think a delayed backlog would be perfectly acceptable.

My opinion is a combo of 1 and 2

Basically, "if delay is >1 hour, e-mail; when downtime clears comment as
well, regardless of if we sent an e-mail"
