Upgrading SQLite

I'm interested in taking the next upgrade to SQLite, version 1.4.2.
This is being tracked in Bug 393959 (https://bugzilla.mozilla.org/
show_bug.cgi?id=393959).

There are not really any major changes to this version, but it keeping
to date makes it easier to upgrade in the future as well. A list of

I'm looking for approval to land this in either M8 or M9 (it sure
doesn't need to land in M8, and given how late it is in the cycle, it
should probably wait anyway).

IMO we should take this after M9 opens. We're not at beta yet, and
this looks reasonably contained on their end.
