New "wanted" flags

As a short-term measure in the absence of Bugzilla changes to make
this cleaner, we have added a pair of drivers-only flags
(wanted1.8.0.x and wanted1.8.1.x) to track bugs that are not strictly
blockers, but are wanted as soon as possible for those branches.
These are not open to nomination separate from the blocking process,
in order to keep things simple, so please continue to nominate for
the next release as before.

This will also mean we will have a single flag (next release) for
blocker nominations, and flags like blocking1.8.1.2 will only be
enabled once 1.8.1.1 is finished. Drivers will mark bugs that are
wanted but not blockers as wanted1.8* as appropriate, and will be
reviewing that list to ensure that progress continues to be made.

I also pulled a few other flags for releases that are either done
(firefox2) or long long long dead (i.e. blocking-aviary1.0.9).
