talos downtime, Monday November 16th 9-11am PST

Included in this downtime are the following changes:

* https://bugzilla.mozilla.org/show_bug.cgi?id=419776 (Create new
Talos suite: talos should measure x resources)
* https://bugzilla.mozilla.org/show_bug.cgi?id=515540 (Create new
talos suite: dirty profile cold startup Ts)
* https://bugzilla.mozilla.org/show_bug.cgi?id=527994 (Adds 10 new Try
Talos builders)

All branches that use talos for performance testing will be closed
during the downtime. We're only turning on two new test suites so
this is only a 2 hour downtime. Every effort will be made to open
branches sooner if we return to a stable state quickly.

If there is any reason not to go ahead with this downtime as planned
please contact me as soon as possible.
