I've made another pass at the problem and come up with:
http://wiki.mozilla.org/StandaloneTalos
This time around there are only a few dependencies. You'll need python
and a couple of python libraries. You'll need to download a zip file of
the Standalone Talos directory and a build to test. After editing a
single config file to indicate the correct path to Firefox for your
system you should be ready to go.
From there you'll be able to run Tp, Tdhtml, Tsvg, Tgfx, Tsspider, Ts,
Twinopen and Tjss.
I've done some testing to ensure that the set up works the way that I've
described and had some positive response from others. I'd be happy to
hear any issues that people come up with. The goal here is to be able
to have anybody who wants to be able to run the same tests that are used
to assess the quality of performance in the browser.
