Purpose of the L10N component

Hi everyone,
I just moved a bunch of bugs from the L10N component to other
components. This component should be used for the relation between our
L10N team and our localizers. So this is mostly to localize specific pages.
For bugs that impact L10N (say a bug in our L10N framework, a rendering
issue in some locales, etc), these should go in other components like
"Bedrock" or "Pages & Content". If one of those is in the L10N
component, I will not see them since I'm not watching this component.
