It worked very well with SeaMonkey 2.0.x under Windows XP. Actually,
using the MozillaWiki page, I built a script to perform all the tasks
except for (1) moving the .mar file into the install directory and
renaming it, (2) checking file update.status for "successful", and (3)
deleting the files from the install directory. Trying this with a .mar
file to update SeaMonkey 2.1RC1 to 2.1RC2, I did not get a file named
update.status.

On occasion, I might filter and ignore all newsgroup messages
posted through GoogleGroups via Google's G2/1.0 user agent
because of spam from that source.
I remember that some trivial changes to the command line are required -
did you check the output of the command? IIRC, it gave me good info on
what it wants differently (additional parameter, I think).
But you're right, this should be documented.

I have submitted bug #662677 against Websites/wiki.mozilla.org. See
<https://bugzilla.mozilla.org/show_bug.cgi?id=662677>.
I again attempted to update from a local .mar file and captured the
entire DOS window (after setting Echo ON). The captured output is
attached to the bug report. There was nothing to indicate why the
attempt failed. The only problem visible in the output was the fact
that no update.log file was generated.
