locales in URLs

I'm about to compose an announcement for Thunderbird 1.5.0.8, based on
the Firefox announcement by Basil. I noticed that download page URI
contains the en-US locale ID. Is it safe to assume that using
<http://www.mozilla.com/thunderbird/all.html> will work for everyone,
rather than using <http://www.mozilla.com/en-US/thunderbird/all.html>?

Yes, you can use URLs without the locale embedded in it. The website
will redirect the user to the correct locale if there is a translated
version of the page. If not, the en-US version will be shown to the
user.
