Improved "new user" user page

Previously, new user pages were being set up with text along the lines
of "This is your default user page, you can do X with it." I've
changed it so that now you get a longer explanation of what you can do
with it, as well as what not to do (ie, no personal web sites, etc),
and also there's a box for searching Bugzilla added automatically as
well.

It just now occurred to me this isn't currently localized; however,
localizers are welcome to edit the Template:new_user_page template to
add their localizations conditionally, just like any other template.

I think this is a good improvement.

How does deki detect user's language when a new user is created?

Hm, I was assuming the new user page would get all the content,
including the conditionals that make it only show the correct text;
apparently it doesn't. I'll check with Mindtouch on that.
