It just now occurred to me this isn't currently localized; however,
localizers are welcome to edit the Template:new_user_page template to
add their localizations conditionally, just like any other template.

Hm, I was assuming the new user page would get all the content,
including the conditionals that make it only show the correct text;
apparently it doesn't. I'll check with Mindtouch on that.
