I'm Francisco, also helping in the spanish localization of the MDN.
I will reply based on your points, and hope this feedback helps other to
express their opinions. In any case, are you thinking to make some kind
of poll??

I think that in this case, labels won't help much. Besides that
localization teams should take care to match this labels, and have them
updated.

"Most visited" pages, a list of "Most ignored" pages, etc.) to help
users find this important content?
+ 100, I think this is a must for the MDN, it will help localisers a
good point for start, since there is a huge amount of articles, and
sometimes is hard to define priorities.
Also I would like to see some kind of labels or other option to warn
l10n teams about updates on an article.
Finally, probably this topic was already covered on another thread, but
I think that the editor is not very friendly for localization.
