[RFC] [marketplace] Request for comments on changes to Review Tools in this PRD

Another PRD, this one for Reviewer Tools Changes. The issues that this PRD addresses are
* requests to be able to partially approve apps (for select platforms, and reject for others),
* request for a 2 stage publishing process that gives developers more control of when they go live with their app, and
* requests for additional information on an app that could improve a users' experience (i.e. use of Flash, Screen Resolutions Supported, Need for a High Performance device to run the app, and Need for a Network connection).

Please comment in the doc Reviewer Tools PRD v1.1 .
