Changes in building langpacks?

Hello,

I've just experienced problems building langpacks.

Systems where I found problems:
Ubuntu 13.04 and Debian Wheezy

Following these instructions:
https://developer.mozilla.org/en-US/docs/Creating_a_Language_Pack

if defining, let's say, browser.

firefox-build/browser it's not created.

If I enable compilation environment, browser dir is created but when
trying to make langpack-xx-YY I find this:
firefox-build/config/nsinstall was not created

I need to create it first by doing make in config directory.
Once done, langpacks can be built.

Is there an easier way (as formerly) to do this. In any case, if this
change is confirmed, shouldn't the previous link be updated?

P.D.: I guess this had already changed before, but I was likely using an
old build directory.

that's https://bugzilla.mozilla.org/show_bug.cgi?id=862770, it's a
regression.

I didn't land that yet as I stumbled upon comm-central needing the same
fix, and I didn't start that patch yet, let alone test it.
