Hi All

I've made a few improvements to Locale Inspector(*).

Changes:
- .ini file replaced by command line arguments.
Example: inspector.exe c:\en-US\browser c:\ab-CD\browser
- by default, Unicode escape check is disabled.


Merge command is now a separate app: sync.exe.
Example:
> sync.exe c:\en-US\browser c:\ab-CD\browser c:\new-ab-CD\browser
1. get en-US files
2. get translated strings from ab-CD
3. copy the translated strings into en-US files
4. save new files in new-ab-CD.

features:
- sync.exe doesn't modify ab-CD-new files when it's not needed.
- en-US formatting is preserved (even line breaks).
- keys not found in ab-CD will fall back to en-US.
- contributors can be added to license blocks.
- can save as utf-8 (default) or unicode escape.
- (new) inconsistent ab-CD entries will fall back to en-US.

I use it along with Mozilla Translator:
> sync.exe c:\cvs\en-US\browser c:\mt-export-cvs\browser c:\cvs\ab-CD\browser
