Is l10n tree ( hg.mozilla.org/releases/l10n-mozilla-1.9.1/ ) open for submitting changes?

+1. Just to add, to some extent it is because I'm not updating the
source stamps for B3. (No update on that, no.)

The changes landing now will only make it into the tinderbox builds
right now, and then into the upcoming RC1. (No update on that, no.)

I also want to add that the l10n tree will not be completely locked
down because other apps (Thunderbird, Calendar, SeaMonkey) have their
strings in there as well and these apps in some cases will have
different schedules.
