Some "standard" p12n changes

Hi,

I've seen a couple of changes in files affected by p12n for which I
would like confirmation before committing to Central for es-ES:

- browser-region/region.properties:
gecko.handlerService.schemes.mailto.0.uriTemplate URL has switched
from http to https (https://compose.mail.yahoo.com/?To=%s).

- browser/branding/official/brand.*: these are marked as missing in
l10n-dashboard for Central, although they exist starting from Aurora

Sorry to always ask, but I never know when I'm supposed to file a bug
before committing changes to p12n files.

As a side note, I'm taking over Firefox and Mobile localization from
Guillermo López, since he has had to step back due to his involvement
in Firefox OS. This is temporary, as we have a volunteer wanting to
learn the product localization procedures, and she will be probably
start working in the next cycle.

I haven't received input yet on how to handle those myself.

According to my repo, they are missing on central in es-ES, but are
there on aurora.

May we assume that porting the change is "the right thing to do" for
locales as long as there is no rollback instructions for en-US?

Yes, that's just what I meant. :-) Since the files are the same in
en-US in both central and aurora, what I'm going to do is copying the
es-ES files to central. Should I file a bug to document this, or is it
fine if I just mention the origin of the files in the commit message?
