[signin] Persona's move to Amazon Web Services

We are targeting wednesday to stand up our first new virtual "Data center" in Amazon infrastructure.
Remaining tasks include:
1. Fixing some configuration issues
2. Completing the performance monitoring dashboard (cloud watch -> statsd bridging)
3. Confirming that websites consuming include.js or performing verification through old domain names will not be impacted
4. Understanding why two database hosts are under-performing, and fixing it.
We expect zero user impact and a whole lot more capacity. Stay tuned…

This email is a notice about upcoming Persona maintenance:
We will shift traffic to our new deployment in amazon infrastructure starting thursday morning May 23rd, target time is around 9am pacific. We expect zero user impact, and will have a fast rollback path available.
Remaining issues are a final round of testing and small final improvements to performance/health monitoring.
