Promoting Rudy as module owner of Keyboard app

Hi all,

With Vivien's and David's support, I am hereby announce that Rudy Lu
have since been promoted to co-owners Keyboard app.

We have a lot of exciting Keyboard related features to come. He had
shown his expertise of understanding the codebase, and is capable of
driving it forward, make it a shining part of Gaia.

I will remove myself as owner of the Keyboard app and concentrate on
System app and overall Gaia. Be sure to loop in Rudy for any feature
proposal related to Keyboard from now on.
