menu button image to be 'overlayed' ??

For using specific menu buttons I would like to 'overlay' the standard
icon with an additional symbol (like a symbol for '+' or '-' or '^' etc...)
Is there a possible method (CSS or widget code) or is it necessary to
define a new image/icon file including both, the basic icon and the
'overlay' symbol/pic?

Overlaying would have the beauty to have the different apps / theme
standard with their menu icons not to draw new including the 'overlayed'
symbol.
Any pointers to find more about this??
