Addon Icon Sizes For Toolbar

I am trying to add a toolbar button for one of my addons. I have read in
several places online that I need both 24x24 and 16x16 images for this.
However, when I use these in TB 7, the buttons seem off-size compared to
the others on the main window toolbar. Are there new sizes required?
This works/looks fine on TB 2. Thanks.
