windows build of TB 3.1.2 fails due to unsupported compiler (VC10:16.00.30319.01)

According to
https://developer.mozilla.org/En/Developer_Guide/Build_Instructions/Windows_Prerequisites
comm-1.9.2 + VC10 + MozillaBuild 1.5 should work, but it doesn't:
configure: error: This version of the MSVC compiler, 16.00.30319.01 , is
unsupported.
Is there a bug? Is the documentation wrong?
