New e-mails popup duration should depend on number of messages.

So if you get only 1-2 new mssages, the popup stays up shorter than if
you get 4--6 new messages. Currently, the popup's duration is a bit too
short when there are many new messages.

There might also need to be some minimum time for the popup.

So a "popup duration formula" could look like this:

popup time = x secs + (#_of_messages * y secs)

Where x = the minimum time, and y = duration per new message.

Is this already done? Bad idea? Already a bug? (bug#?)
