Thunderbird 3 Account Settings dialog bug?

Hi!

I noticed that the account settings dialog box of thunderbird 3 cuts out
some text and buttons. Is this normal or an UI bug.

If needed I can send a screenshot.

Did some checking there is one that is similar although not the same.
However, I was not able to file a bug.
I have an account, but it does not permit me to file bugs only to vote
or edit for them.

I someone can file it then it is ok.

Yes it is that. For me it does not matter, since the buttons do work,
but to someone like my wife it would mean that she asks what's going on
here.
