Proposal for consistent UI customization of tab toolbar

Hi all, I've part written a collection of 3 bugs:

These quickly summarise in to 3 key points:

* Make tabs a moveable object like all other toolbar objects
* Give toolbars a handle for general re-ordering while in
customisation mode
* Add option to remove toolbar menu where option exists for other
toolbars

Any feedback or further ideas to help improve toolbar UI customization
consistency?
