I recall talking to Rob on this, but I'm not sure where we are in the
installer world right now.
Did we drop all the windows platforms that actually require us to use
code pages in the installer instead of unicode? If so, could we drop the
charset requirement in the installer?
That'd be a really nifty gift to India in particular for Firefox 3, and
we're trying to get many more localizations up there, and more momentum.

The installer currently requires charsets so the answer to your
questions is no. I am currently evaluating a pre-release version of
NSIS with UNICODE support and hope to get it in for Firefox 3.0 but it
is too early to say whether we will use it for Firefox 3.0.

updater.exe/ini would be a different bug, I suppose?

Fixing updater.exe and updater.ini would be a different bug and I
haven't seen a software update bug for changing them to support UNICODE.
