Unnecessary subdirectory depths in /toolkit/.

While looking at https://hg.mozilla.org/mozilla-central/rev/0134d330663f
+++ b/toolkit/components/alerts/resources/content/alert.css
I noticed that the only reason "resources" exists is the "content"
subdirectory. I propose to flatten the tree by move everything (only
three files!) in:
toolkit/components/alerts/resources/content
to:
toolkit/components/alerts/
And get rid of the resulting empty subdirectories.
