I think this bug is open-streets-maps bug (not very sure about that).

That being said, even Google maps has the similar border representation,
just in a bit better way. That's how the entire world sees India. :-/

Well there is a similar question [1] posted in Openstreet's questions
section. I don't think
there is need of filing a bug for this. Since Openstreet is a wiki someone
among us who is
good with wiki's can edit the map.
