Rhino 1.7R3 is currently licensed under the MPL 1.1.

Just wondering if there is any reason why MPL 2.0 is not used?

MPL 1.1 is problematic. Under the Apache guidelines any MPL1.1
dependencies should only be distributed in binary form.

And some companies take an even stricter view on MPL.

The MPL 2.0 is generally more compatible and better accepted. Would be
much better if Rhino used the MPL 2.0 imho. Considering the MPL was
written by Mozilla, hopefully this will be possible? ;)

Update of Rhino license to MPL 2.0 is underway (I just learned).
